Documents the new astro dev --ignore-lock flag added in withastro/astro#17331.

  • Adds a --ignore-lock reference section under astro dev
  • Lists --ignore-lock in the astro dev help output

Lunaria Status Overview

Mostly a nit regarding formatting (single/two paragraphs as the two statements do not seem to be linked), but I also think it's important to mention what happens when these flags are combined (see my suggestion). Otherwise, LGTM!

Core PRs have been merged, so I'm merging 7.1 docs PRs so we have a single umbrella PR to merge. If you have last minute changes to make, please target the v7.1 branch!
